If the strategy uses feature flags, the platform must support runtime configuration changes without redeployment.
When these three layers are designed together, the result is a delivery system that works as a single coherent unit. Teams do not need to figure out how to make incompatible pieces work together. The platform provides what the pipeline needs. The pipeline executes what the strategy requires. The strategy respects the platform's capabilities.
